AN ACT TO AMEND TITLE 11 OF THE DELAWARE CODE RELATING TO COMMUNITY NOTIFICATION OF SEX OFFENDERS. BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE:

Section 1.  Amend §4121(a)(1), Title 11, Delaware Code by adding the following at the end thereof:

'If notification is received by the Chief Administrative Officer of a school or school district, 'community notification' must be mailed to the residence on record of each student in the school or school district, as the case may be, and shall also be given to all school employees in the district. The notice sent by mail shall include a cover sheet containing the Delaware State Police Website address and a request to parents or guardians to periodically review the website for information pertaining to any sex offender who may have contact with their children.'

Section 2.

The Departments of Education and Services for Children, Youth & Their Families shall develop guidelines to implement this bill, including training for school personnel in the appropriate dissemination and use of this information. The Departments shall look to the guidelines of other states, in developing these guidelines, and shall present these guidelines to the General Assembly no later than September 1, 2001. Training of school personnel shall be completed no later than December 31, 2001.

Section 3.

Each school and school district shall implement this Act as soon as possible, but in any event, no later than January 2, 2002."
